| dc.description.abstract | การศึกษาเรื่องการสร้างตัวบ่งชี้เพื่อประเมินผลการปฏิบัติหน้าที่ ของกรรมาธิการสามัญประจำวุฒิสภา มีวัตถุประสงค์เพื่อ (1) ศึกษาและทบทวนวรรณกรรมที่เกี่ยวข้องกับอำนาจหน้าที่ของคณะกรรมาธิการสามัญประจำวุฒิสภา การประเมินผลและตัวบ่งชี้สำหรับการประเมินผล (2) กำหนดตัวบ่งชี้ในการประเมินผล (3) สร้างตัวแบบการประเมินผลและกำหนดกระบวนการหรือวิธีการประเมินผลการปฏิบัติหน้าที่ของคณะกรรมาธิการสามัญประจำวุฒิสภา การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ได้ข้อมูลมาจากการทบทวนวรรณกรรมที่เกี่ยวกับอำนาจหน้าที่ของคณะกรรมาธิการสามัญประจำวุฒิสภา การประเมินผล ตัวบ่งชี้ และงานวิจัยประเมินผล และนำมาสร้างตัวบ่งชี้เพื่อประเมินผลการปฏิบัติหน้าที่ของกรรมาธิการสามัญประจำวุฒิสภา โดยใช้การวิเคราะห์เชิงเหตุผลของความสัมพันธ์ระหว่างอำนาจหน้าที่ของคณะกรรมาธิการสามัญประจำวุฒิสภา หลักการสร้างตัวบ่งชี้และการประเมินผล การวิจัยนี้ได้ตัวแบบและวิธีการประเมินผลการปฏิบัติหน้าที่ของคณะกรรมาธิการสามัญประจำวุฒิสภา เป็นผลของการวิจัย ซึ่งตัวแบบดังกล่าวเป็นตัวแบบสำหรับการประเมินผลการปฏิบัติหน้าที่ของคณะกรรมาธิการการกีฬา ที่สามารถนำไปดัดแปลงใช้กับคณะกรรมาธิการสามัญประจำวุฒิสภาอื่นๆ ได้ โดยการประเมินผลการปฏิบัติหน้าที่ของคณะกรรมาธิการสามัญประจำวุฒิสภาแต่ละคณะจะใช้วิเดียวกัน คือ ได้ข้อมูลเพื่อการประเมินผลจากการสัมภาษณ์เจาะลึก ประกอบการตรวจสอบเอกสารซึ่งได้แนบแบบสัมภาษณ์เจาะลึกไว้ในภาคผนวก ข ผู้ประเมินต้องได้ข้อมูลจากเจ้าหน้าที่ประจำคณะกรรมาธิการสามัญประจำวุฒิสภา นำมาประเมินผลตามตัวแบบและให้ข้อคิดเห็นในรูปของการชี้ให้เห็นถึงจุดแข็ง จุดอ่อน และข้อเสนอแนะเพื่อจะได้นำไปใช้ในการปรับปรุงต่อไป การวิจัยนี้มีข้อเสนอแนะ 3 ประการ คือ ประการแรก ก่อนนำไปใช้ในการประเมินผลต้องดัดแปลงตัวแบบ ให้สอดคล้องกับอำนาจหน้าที่ของคณะกรรมาธิการคณะนั้นๆเสียก่อน ประการที่สอง การประเมินผลต้องกระทำด้วยผู้เชี่ยวชาญในการประเมินผลและเป็นบุคคลที่ 3 (Third Party) ซึ่งมีความเป็นกลาง และประการสุดท้ายควรจะทำการประเมินผลการปฏิบัติหน้าที่ของคณะกรรมาธิการสามัญประจำวุฒิสภาทุกสิ้นปีงบประมาณ | TH |
| dc.description.abstract | This research on An Establishment of Indicators for Evaluating Performances of the Senate Standing Committee aims at reviewing the literatures related to authorities and duties of the Senate Standing Committee, concepts and theories of evaluation and indication, analyzing the indicators for performance evaluation, and establishing Model and method of performance evaluation of the Senate Standing Committee. This research is qualitative approach that all of informations were taken from reviewing the related literatures, especially in authorities and duties of the Senate Standing Committees, evaluation and indication, concepts and theories and example of evaluation research. The evaluation indicators were analyzed by cause - effect relation process from the relationships of authorities and duties of the Senate Standing Committee and principle of evaluation and indication. The results of this research were the Model and methods for evaluating performance of the Senate Standing Committee. The Model had been built for evaluating performance of the Senate Standing Committee in Sporting and in Budgeting that could be used for any Senate Standing Committee by similar methodology. The information will be taken from indepth interview and documentary, whereas the interview schedule was given in Appendix. Evaluator will be taken necessary information by asking the officers of the Senate Standing Committee with interview schedule and making documentary audited. Level of evaluation will put in the Model. Then strength, weakness and suggestion will be given to the last part of the Model for further improvement This research had 3 suggestions. Firstly, before evaluation, the Model will be adapted for being appropriate to each Senate Standing Committee. Secondly, an evaluation will be done by the expert in evaluation who are as the Third Party. Finally, the Senate Standing Committee will be evaluated at the end of every Fiscal Year. | en |
